Mr. Lyons called the meeting to order at 5:35 p.m.

Motion to approve the minutes of the December 2012 meeting as prepared; made by B. D’Agostino; seconded by K. Constable; voted upon by T. Lyons, K. Roberts, J. Keating, K. Constable, B. D’Agostino; 5-0-0.
IV. REGULAR BUSINESS
A. Transportation
Joe Comerford, Executive Director of the Estuary Transit District spoke about possibilities for 9 Town Transit service in the town center, the Route 1 East corridor and Ferry Point. Currently, 9 Town transit runs its regional Shoreline Shuttle hourly with room in its schedule for the on-demand Dial-A-Ride. Signs or shelters signify regular stops but it also serves as a “flag-stop” route by which the bus can pull to the side of the road also to pick up riders along the route throughout the region.
Mr. Lyons led a discussion about the transportation issues along the Route 1 East corridor, including public transportation.
- maintain Old Saybrook as hub for train-to-bus transition
- Town would need to consider funding if wanted exclusive “local” route within town
- make sidewalks within Route 1 East corridor accessible at the curb
- accommodate larger buses with a pullout curb
- connect Route 1 East with sidewalks in marina district at Ferry Point and in town center (Saybrook Junction train station)
B. Building Pattern & Architecture
Ms. D’Agostino presented a concept for layering patterns of development for uses-to-be-proposed with an intensity of use decreasing as it gets further from the travel way.
- re-think current zoning needs in this area
- assemble/consolidate lots to attract larger formats of certain industries
- interconnect developments for cohesion and interaction
C. Economics
Mr. Keating reported on his progress with getting together background materials for a process with the consulting economic development firm, Bartram & Cochran. The scope of services is limited but will provide some good insight as to economic conditions in general and for some of the large parcels on Route 1 East in particular.
D. Other Elements
The group spoke about how it could create incentives for redevelopment.
V. ADJOURNMENT
Mr. Lyons adjourned the meeting at 7:00 p.m. until the next meeting scheduled for February 26, 2013 at 5:30 p.m. in the Town Hall, 302 Main Street.
